Cobalt Chips are Core Chips in 异度神剑 2 and Torna ~ The Golden Country. They can be bought from Shroomblade Smithing, or dropped by various low level 敌人 in the Empire of Mor Ardain and surrounding areas. Of these most are quest-exclusive 敌人.
